Position overview
The Chief Financial Officer (CFO) Branch is led by the Chief Financial Officer (CFO) who reports to the Chief Executive Officer of Canberra Health Services (CHS). The CFO Branch is responsible for the development and maintenance of budgets, financial management, and for providing strong operational finance and performance reporting analysis across the health service. The main sub-units within the CFO branch include the Financial Management Unit, Revenue and Financial Services, Patients Accounts, and Health Information Services.
Health Information Services (HIS) provides a range of services including clinical record scanning and management, clinical coding and casemix data generation, patient identifier maintenance, clinical record forms design and managing access to and release of personal health information to facilitate patient care and follow-up, for research, quality improvement, education, and hospital management purposes.
Key Responsibilities
Under limited direction of the Privacy and Compliance Manager you will assess release of information (ROI), to determine what information can be released in accordance with the Health Records (Privacy & Access) Act 1997 and other relevant legislation. You will:
- Exercise a high level of understanding and interpretation of the privacy legislation and assess each request for information from the patient clinical record against these privacy requirements.
- Register all requests for information received, and action within the appropriate legislated time frames; liaise with internal and external stakeholders; obtain appropriate authorisation and payments, review records for exemption criteria; locate and retrieve all relevant clinical records; assist other team members when necessary.
- Perform administrative and reception duties to support Health Information Services by attending to front counter, telephone and written enquiries as necessary.
- Ensure patient confidentiality is always maintained whilst providing high quality customer service as outlined in the Customer Service Standards
- Maintain and liaise with members of the management team, staff and third parties as applicable to ensure effective coordination of the ROI activities.
- Undertake other duties appropriate to this level of classification which contribute to the operation of the organisation.

CHS is leading the drive to digitally transform health service delivery in Australia through the implementation of a territory wide Digital Health Record. Computer literacy skills are required which are relevant to this role as you will be responsible for completing required documentation and becoming a proficient user of the Digital Health Record and/or other Information Technology systems; once proficient, you will need to remain current with changes, updates, and contingencies.

- Experience handling personal information against the Australian Privacy Principles when assessing and responding to requests, determining what information can be released and to whom to ensure patient confidentiality is always maintained.
- Well-developed oral and written communication skills including the ability to prepare routine correspondence with sound communication, reception and liaison skills.
- Demonstrated attention to detail and proven ability to work in a team environment, prioritise workloads and problem solve independently.
- Previous experience using computerised patient administration systems, electronic clinical record systems, clinical information systems and Microsoft software applications such as Word and Excel, Outlook and Microsoft Access.
- Demonstrated understanding of, and adherence to, safety and quality standards, work, health, and safety (WH&S) and the positive patient experience. Displays behaviour consistent with CHS’s values of reliable, progressive, respectful, and kind.
